Uganda plans to conduct its fourth Long Lasting Insecticidal Nets Mass Campaign for Universal Coverage (LLINs UCC) in 2023 where approximately 28.5 Million Mosquito nets will be distributed. The Implementation of this campaign will use the wealth of experience and great lessons accumulated since the first mass LLINs campaigns was conducted. Human resource in this campaign will keep a pool of well experienced, sourced and trained additional man power to support the existing structures at all levels.
The aim of the Human resource is to support the sourcing for eligible human resource that will join the exiting staff in conducting a successful LLINs UCC. This will be achieved through, Appraisals, Validation, Identification, Orientation for the purposes of improving skills, Knowledge and capabilities to manage the tasks of the campaign for the secretariat.
The Human Resource recruitment process is generally guided by the campaign documents that include; National Implementation guidelines for the mass campaign, Logistics Plan of Action, the Campaign Communication Plan, and the Human Resource manual.
Recruitment of staff
The MOH Staff recruitment will be for the campaign secretariat and identification of support staff for National and District Technical Monitors The design of this campaign provides that temporary field human resource is selected and recruited from the pool of experienced personnel who preferably worked in the previous mass campaign and any other health service delivery mechanism that demonstrated high level of commitment and performance.
The MOH appreciates the utilization of the existing human resource Data base to validate personal previous performance, and willingness to take on tasks as prescribed in the Job Description. This will enrich the element of quality control assurance with minimal supervision and reduce on stress capacity of improvement within a short period.
The composition of the HR validation team will include; at least a representative from MOH human resource, NMCD, the Relevant Department(s), Heads of the NCC technical subcommittees.
We are now looking for suitably competent Ugandans who possess appropriate skills, knowledge and right attitude to be engaged on short-term contracts as Delivery Clerks. These positions do not exist on the organization structure of National Medical Stores but will be engaged on project basis. The following positions for the campaign secretariat have been designated with funding from the Global fund. They will be recruited to support the mass campaign as per different NCC technical subcommittees (Operations, PSM/Logistics, Finance and Administration, Monitoring and Evaluation and SBCC).

Additional qualifications including certifications is a plus – At least five years’ experience in in fields related to project implementation, capacity building, health services delivery, etc at national and district level in Uganda – Knowledge of the national and health sector level policies and operational procedures – Experience with malaria program is desirable. – Strong computer and communications skills with ability to write lucid reports within tight timelines

The Candidate must demonstrate knowledgeable practice of working with districts, nongovernmental and community based organizations as well as government departments.
